Freese and Nichols has served municipalities since our inception, developing innovative solutions to the challenges of growing populations, aging assets and disaster preparedness. Having worked as extensions of our clients’ staffs, our teams understand the distinctive dynamics of a municipal environment. We have helped hundreds of cities and counties develop and manage capital improvement programs (CIPs) for utilities infrastructure, transportation systems, parks and more. Additionally, our dedicated funding team helps identify funding sources and navigate the application process, enabling municipalities to secure the resources they need for their capital improvement initiatives.

Water Districts and River Authorities
Across the United States, we’ve helped water districts and river authorities develop, maintain and conserve their water resources. With decades of experience in regional and state water planning, we understand the complexities of managing water supplies, and we develop strategies that consider reuse, desalination and other nontraditional methods. We’ve designed and rehabilitated hundreds of dams, designed hundreds of miles of transmission pipelines and managed billion-dollar programs for new water systems.

We have extensive recent experience designing, inspecting and managing construction for state departments of transportation and tollway authorities. Our team has more than 125 people available for highway projects, with precertifications in 90+ work categories, and we’re certified to work for the DOTs of Texas, Oklahoma, Louisiana, North Carolina and Georgia. We support that expertise with a high-level understanding of state infrastructure issues, environmental permitting, funding options and collaborative project delivery methods.
