FEMA Announces Flood Mitigation Assistance Program for Fiscal Year 2022

For many years, FEMA has administered the National Flood Insurance Program (NFIP) to reduce the socio-economic impact of floods. But as the number and severity of floods have increased in recent years, this system of disaster recovery has become strained.

This month, FEMA released the Notice of Funding Opportunity (NOFO) for its Flood Mitigation Assistance (FMA) program. FMA provides grant funding for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the NFIP. For fiscal year 2022, FMA will provide $800 million in grants nationwide.

NOFO program highlights

 

Application Period

 

September 30, 2022, through January 27, 2023. Each State/Territory will have intermediate deadlines for application input into the FEMA GO grants management system.

Federal/Local Share Percentage

 

  • 75/25 generally
  • Up to 90/10 for Repetitive Loss properties
  • Up to 100 federal for Severe Repetitive Loss properties

Total Amount Available per Project Type

 

  • $60 million for Capability and Capacity Building (C&CB, multi-hazard mitigation plans, technical assistance, project scoping, and other activities)
  • $340 million for Localized Flood Risk Reduction Projects (to address community flood risk for the purpose of reducing NFIP flood claim payments)
  • $400 million for Individual Flood Mitigation Projects (to mitigate the risk of flooding to individual NFIP insured structures)

Per Project Funding Limits (for each amount awarded, up to 5% of grant funds awarded can be used for sub-recipient management costs)

 

  • C&CB Activities
    • $25,000 for local multi-hazard mitigation plans
    • Up to $900,000 to highest-ranked sub-application for project scoping
    • Up to $300,000 for all other C&CB activities
  • Up to $50 million per project for Localized Flood Risk Reduction projects (localized flood control, floodwater storage and diversion, floodplain and stream restoration, stormwater management, and wetland restoration/creation)​​​​​​​
